Applications are now open for the WCO Human Resource Development Scholarship-Japan2025/23. The program provides promising young customs managers with a grant for travel, accommodation, entrance fees, tuition and other approved expenses. The fully funded program is available to young customs managers from developing countries that are members of the WCO to pursue a master's degree at Aoyama Gakuin University (AGU) in Tokyo, Japan. The World Customs Organization (WCO) is an independent intergovernmental body whose mission is to increase the effectiveness and efficiency of customs administrations. The organization represents 183 customs administrations worldwide and handles about 98% of world trade. It cannot be increased to cover family members, if any. The amount of the scholarship is subject to change at the discretion of the Japanese government. The current monthly stipend is ¥147,000 (as of 2025). Entrance fee and tuition (The current entrance fee is 290,000 yen and the annual tuition fee is 917,000 yen from 2025). Return economy class tickets between your home country and Japan. Japan-WCO Human Resource Development Scholarship Eligibility To apply for this government scholarship, candidates must meet the following requirements: be a customs officer of an emerging WCO member with at least two years of quality work experience in the field of customs policy and administration in his home country. Have a bachelor's degree or higher be in good health and preferably under 40 years of age as of April 1, 2025. Preference will be given to candidates who have experience in border enforcement of intellectual property rights and who are expected to work in the intellectual property rights-related section of their customs administration after this fellowship program. Individuals who have already been awarded a Japan-WCO Human Resource Development Program scholarship in the past will not be eligible for this scholarship program. After completing the program, candidates should continue to work in their home customs office for at least 3 years. An adequate level of English is required for writing a diploma thesis. TOEFL iBT (internet test) 79, TOEFL PBT (paper test) 550, IELTS Academic Module 6.0 (in each band). For those educated in English, please request official confirmation from your graduate university that your education was conducted in English. An online PC environment where you can launch Zoom for an interview. To make a free online video call, you will need a webcam (web camera) capable of transmitting both video and audio signals.
